What is the Paris Pact?, as it is more commonly referred to is a declaration that has been signed by more than 300 representatives of governments, national and trans-boundary basin organisations of rivers, lakes or aquifers, national and international donors from across the globe.

The signatories to the Paris Pact have committed to strengthen adaptation to climate change in the basins of lakes, rivers, and aquifers because they recognise that these adaptation actions should be undertaken without delay and via joint, integrated, participative, and sustainable water resources management.

The main aim of the initiative is for countries to mobilise the organisation of their own basins, including large mobilisation of donors, actors, and networks inclined to help, and the implementation of the projects will be followed up via reports on actions undertaken within existing networks, including the OECD Water Governance Initiative.

The initiative aims to reinforce capacity development and knowledge; adapt basin management planning to climate change; reinforce governance, and ensure adequate financing.

Signatories have promised up to $US 1 billion in project financing and another $US 20 million in technical assistance for planning at the watershed level. Pledges include:

  • A project in Morocco to increase resilience of the agriculture sector through water-saving irrigation practices
  • A 3-year commitment from China to improve management of the Hai River Basin
  • A 4-year collaboration in Mexico to improve management of water resources and water services in the Mexico Valley
  • A 7-year commitment from Jordan, Lebanon, Monaco, Morocco, Spain and Tunisia to assess water resource availability in the Mediterranean region
  • The launch of a hydrological and meteorological monitoring program in the Congo Basin of central Africa that will benefit more than 160 million people

Pledges do not mean much unless public officials allocate adequate resources and secure the necessary investments to increase economic and social resilience to climate change, but hopefully those committed to the Paris Pact will follow through on their pledges.
